The European Union (EU) has taken significant steps towards regulating artificial intelligence (AI) as part of its digital strategy. The EU's primary goal is to establish a framework that facilitates the development and utilization of AI while ensuring safety and transparency. AI technology holds the potential for various advantages, including improved healthcare, enhanced transportation safety, efficient manufacturing processes, and sustainable energy solutions.
In April 2021, the European Commission proposed a groundbreaking regulatory framework for AI within the EU. The proposed framework categorizes AI systems based on the risks they pose to users and establishes varying levels of regulation accordingly. Upon approval, these regulations will become the world's first comprehensive rules for AI.
The European Parliament is emphasizing the importance of safe, transparent, traceable, non-discriminatory, and environmentally friendly AI systems within the EU. Their focus is on human oversight of AI systems to prevent harmful outcomes. The Parliament is also seeking a technology-neutral, standardized definition of AI applicable to future AI systems.
The new regulations classify AI systems into different risk levels, each with corresponding obligations for providers and users. Systems that pose unacceptable risks will be banned, including those engaging in cognitive behavioral manipulation and social scoring. High-risk AI systems, negatively affecting safety or fundamental rights, will require registration and assessment before entering the market. Generative AI, such as ChatGPT, would be subject to transparency requirements. Limited-risk AI systems, such as those generating or manipulating media content, must comply with minimal transparency standards.
The European Parliament adopted its negotiating position on the AI Act on June 14, 2023, marking a significant milestone. Discussions with EU member states in the Council will shape the final form of the AI Act, with the aim of reaching an agreement by the end of the year.
